Shiki takes place in Sotoba, an incredibly remote town nestled in the foothills of the mountains of Japan. It is largely self-contained, with most inhabitants being farmers or running businesses like the inn or a grocery store, and very few people have jobs outside the town. It has its own school and its own doctor and everyone knows each other. There's only one major road connecting it to other cities, and it's surrounded on three sides by nearly impenetrable forest. It's for these reasons -- the isolation, the small population -- that a clan of vampires (called "shiki", lit. "corpse demon" but they're vampires, don't worry) chooses Sotoba as their new home.
More on that in a minute. First, Megumi Shimizu. Megumi is a 15-year-old girl attending high school with her childhood friend Kaori Tanaka. Her interests include fashion, music, and dancing -- interests she intends to pursue and put to use when she finally ditches Sotoba and moves to a big city. Until then, she spends her days sewing trendy clothes and stalking local transfer student Natsuno Yuuki.
Things start to change in Sotoba when some mysterious family pays to have an old part of the town bulldozed so they can build a fancy Western mansion. Most of the town thinks the mansion is incredibly out of place, but Megumi is entranced and can't wait to meet this cool sophisticated family who are probably loaded and cultured and so much better than all these backwoods hicks. Spurred on by an argument with Kaori, she finally does traipse her way up the hill to the gates of the house, all set to make a stellar first impression and show how she's not like everyone else in Sotoba.
Then she fucking dies. In the first episode.
That family, the Kirishikis, is in fact the aforementioned vampire clan bent on turning Sotoba into their own little vampire haven, and Megumi becomes one of their first victims in this endeavor. She rises as one of them and eagerly joins their ranks, intent on using her new vampire powers to punish the villagers for daring to exist. In particular, she begins tormenting her "best friend" Kaori by killing her father and then taunting her about it, driving the poor girl into insanity. She also turns her stalking of Natsuno up to eleven, and is so possessive of him that she insists on being the one to turn him and is furious when she loses her chance. She also kills his best friend and tells him while doing so, "I don't like your friend. How could you have so much time for him when you couldn't spare a single moment for me?" Because, you know, Natsuno definitely wanted to spend time with her.
While Megumi is busy being the most awful person she can be, some of the villagers are taking note of the rapid deaths. Natsuno, Kaori, and Kaori's younger brother Akira start investigating that weird rich family (because after all, the deaths only started after they moved in). Local doctor Toshio Ozaki notes that all the deaths have similar symptoms and begins preparing for an epidemic. Both (sets of) characters eventually realize that they are in fact dealing with vampires, and start acting accordingly, but have trouble convincing anyone else to go along with them. Ozaki in particular goes completely off the deep end by dissecting his own fucking wife when she turns, but that's a story for a different history section. Megumi doesn't have a huge role in any of this -- she joins in an attack on Ozaki's clinic because she's told to, and she goes after Natsuno despite being told not to, but other than that she's just generally an ass to alive and dead people alike.
But then everything comes to a head. Ozaki eventually exposes one of the shiki to the village at large, finally convincing them of what he's known for over a month. The villagers resist this newfound undead menace in epic fashion -- they raid two separate shiki strongholds and cut off a third hideout/escape route. In complete disarray, the shiki try to escape or fight back, but they are brutally murdered at every turn. Megumi is one of the last to make an escape, hiding as her undead brethren are slaughtered and thinking that she can make it on her own if she can just get out of Sotoba. As befitting someone of her completely unrepentant and awful nature, she is unsuccessful; the villagers catch her making a break for it across the fields and run her over with several tractors before finally staking her.
Personality: Megumi is rude, abrasive, and generally unpleasant to be around. There are very few people she treats kindly, and most folks who try to speak to her are met with aloof disdain and condescension, or just ignored altogether. Even her childhood friend Kaori isn't immune; Megumi doesn't have a single positive word for her best friend and basically treats her as a verbal punching bag, but either Kaori is used to it or she doesn't have any other friends besides Megumi and is afraid of being alone (we're never shown or told how they became friends). Kaori is a perfectly nice and likeable person, but she represents everything Megumi finds wrong with Sotoba: Kaori is content, she has no ambition, she has no desire to leave; thus she is the target of Megumi's ire.
The only person Megumi has any interest in is Natsuno Yuuki, a transfer student from a big city. Her interest manifests as stalking, where she sits outside his window at night and watches him do homework; or trying to make smalltalk and getting excited over perceived eye contact like she's in a shoujo anime. She assumes a lot of Natsuno -- that because he's from a city, he hates small places like Sotoba, and that they're obviously kindred spirits because they both want to get out of here. If she'd ever talked to him like a normal person, she'd find out that she's half-right, in that Natsuno does hate Sotoba...but he also hates her. Like Kaori, Megumi projects her hatred of Sotoba onto Natsuno, but it ends up being admiration for him and disdain for her friend.
That's all just while she's alive; being dead is a worse story. Megumi embraces everything that comes with being a shiki. Where most newly-risen are ambivalent about feeding and spend the whole series angsting and waffling about how sucking blood is wrong and they could never and they're all monsters boo hoo etc etc, Megumi skips all this bullshit and feeds almost indiscriminately; the only people she won't feed on are her parents, because she doesn't want to risk them also becoming shiki and ruining her fun. She has no patience for her fellow shiki not being able to deal with what they are and what they have to do. When Tohru, whom Megumi killed, whines about not being able to carry out his assignment of killing Natsuno, she insults him and then goes to do his job for him. She kills Kaori's father and then encourages him to feed on his own family, framing it as an elementary "that's where most shiki start" sort of deal instead of the horrifying prospect that it is to anyone who isn't a complete shitter.
Basically Megumi is awful to all her fellow undead -- she earns a creepy hanger-on in Masao, whom she uses as a physical punching bag, and she ridicules Nao after the woman tries to comfort her over Natsuno's (apparently permanent) death. If Megumi had ever met Sunako Kirishiki, the child leader orchestrating this takeover, she might have even had a disdainful word or two for her. As it is, the only two shiki Megumi respects are Tatsumi, the Kirishiki's butler who does most of the legwork, and Yoshie, something like a maid who generally sees that all the newly-risen are provided for and supported. It's worth noting that Tatsumi and Yoshie aren't actually shiki, but jinrou (lit. "werewolf" but they're not) -- "complete" shiki who are immune to sunlight and can go without feeding. As they are largely responsible for keeping track of regular shiki and providing for them, they have the ability to allow Megumi access outside of Sotoba (since once everyone in Sotoba dies, they'll need to import from nearby towns), and once Megumi hears about this prospect, it sounds as though getting to do this is her goal (the subject quickly changes so we never know for sure).
On the flip side, as vampires with no weaknesses, they (particularly Tatsumi, who is even more of a sadistic asshole than Megumi) hold life or death over every shiki's head -- disobedience means they can and will be dragged into the sunlight to meet their doom. Apparently that part doesn't weigh too heavily on Megumi's mind, since she directly disobeys Tatsumi to go after Natsuno and even tells Tohru that she doesn't care what Tatsumi does to her for it; Natsuno is more important to her than continuing to live as a shiki. Her drive to "punish" the village lines up pretty well with the Kirishiki's plan anyway, which is probably why Tatsumi rolls with it and she ends up suffering no consequences.
It wouldn't have mattered -- even having already died once, Megumi doesn't really feel confronted by her own mortality at any point. Had Tatsumi actually punished her, she probably would have doubled-down on her decision and refused to see the error of her ways. We can infer this because that's exactly what happens when Megumi does die. As she makes her last desperate break from Sotoba, she's captured by the villagers and run over repeatedly with tractors. There's clearly no escape and Megumi is definitely going to die here, so at first she begins appealing to the villagers -- she's Megumi Shimizu, Takeo Shimizu's daughter, she's from here, they know her. This is pretty clearly a shitty ploy, and when it doesn't work and it becomes obvious that they're gonna stake her anyway, she turns hostile. She screams that she hates Sotoba and everyone in it, that she wasn't wrong and that a village like this shouldn't be allowed to exist. She has no remorse for her actions or for her role in this plot to take over Sotoba, and nothing that's happened is her fault.
